Actually, let’s back up. A barge carrying a piece of an oil derrick to Alaska from Vancouver via the Columbia River required a wider and longer than usual Interstate Bridge lift.
The slow moving barge kept the bridge open from 9:10 a.m. to 9:45 a.m. Don Hamilton, an Oregon Department of Transportation spokesman, said the derrick section required the bridge’s midspan to be lifted to its 136-foot limit.
“That doesn’t happen very often,” Hamilton said.
The derrick, built in Vancouver, is being shipped section by section to Alaska.
Hamilton didn’t know how long the resulting gridlock lasted on both sides of the river, but ODOT estimates that it takes an hour for every 10 minutes a highway is closed before traffic returns to normal.
Sure, it could have been done at night.
But guess what? Federal law says maritime vessels have the right of way. PERIOD.
The Coast Guard has granted VERY limited exceptions - in the case of the Interstate Bridge, bridge lifts will not occur during rush hour - but other than that, if a boat needs through, the bridge will lift.
Doesn't matter if there are 40,000 vehicles. Doesn't matter if there's a funeral procession. Doesn't matter if there are 30 fire trucks responding to an emergency. The bridge will lift.
Deal with it. Don't like it? Contact your U.S. Senator and Representative. Don't bother contacting your Governor, Mayor, Transit Administrator, Highway officials, City Council, Metro, or State Senator or Representative - they have as much power to change the law as you or I do.

Of course this could have been accomplished at night, they do it all the time. I suspect that the purpose for creating as much headache as possible was indeed based upon the idea that doing so justifies the expense of a new bridge.
The Big O lambasted the project a few days ago and some egos got stung, I imagine that some jobs are in jeopardy too.
You can bet that WDOT and ODOT and PDOT and the guy who represents Vantucky's interest in a new bridge spent tens of thousands of dollars photographing the traffic jam from every conceivable point of view.
The feeding trough of tax dollars is bottomless and they're just getting warmed up.
